To find UGC creators, you are really building two lists: people who can film content that sells, which your brand posts or runs as ads, and, if you want reach as well, creators whose own audience is worth paying for. This guide shows how to find UGC creators on TikTok, Instagram and YouTube in 2026, compares the six places brands hire them (with prices checked in October 2026), and gives you a brief template and the usage-rights terms to settle before anyone films.
Budgets are moving this way. In Influencer Marketing Hub's 2026 benchmark survey, 50.00% of respondents who answered the question planned to increase (35.71%) or start (14.29%) working with UGC creators, and 0% planned to reduce or stop5. On Collabstr's marketplace, UGC rose from 15% to 35% of all campaigns in 20256.
What is a UGC creator, and how is it different from an influencer?
A UGC creator is a person paid to film videos or photos that a brand publishes on its own channels or runs as ads; you are buying the content, not their audience. An influencer is paid to publish to their own followers, so you are buying reach and trust. Many creators do both, and the contract, not the person, decides which one you are hiring.
| UGC creator | Influencer | Creator post + ad rights | |
|---|---|---|---|
| What you pay for | Finished videos and raw footage | A post to their audience | Both: a post plus the right to run it as an ad |
| Who publishes | Your brand account or ad account | The creator | The creator, then you boost it (Spark Ads, partnership ads) |
| Does follower count matter? | Barely | Yes, with audience quality | Yes, for the organic part |
| What to vet | Their videos: hook, clarity, sound | Views, engagement, audience location | Both |
| Best for | Ad testing at volume, product pages, email | Awareness and trust in a niche | Launches where you want reach and ad assets |
The third column is more common than the labels suggest. In Kolect-run campaigns between August 2025 and October 2026, 80.4% of single-post creator deals (2,908 of 3,619) included paid-usage, whitelisting or ad-code rights, and only 63 were explicitly organic-only1. So when you search for UGC creators, do not filter out creators with an audience: many will film for your ads and post as well.
Where to find UGC creators: 6 places compared (October 2026)
You can find UGC creators in six places: your own customers, TikTok One, Meta's Creator Marketing Hub, YouTube Open Call, UGC marketplaces and creator search tools. Most brands start with one marketplace or platform tool and add search when they need a specific market, language or niche.
Where to source UGC creators, as of October 2026 (prices from each vendor's own pages)
| Where | How it works | Cost to you | Best for | Main limit |
|---|---|---|---|---|
| Your customers, reviewers and tagged posts | Ask people who already post about your product for permission or a paid shoot | Free to find; you pay for new videos or rights | The most credible testimonials | Small pool; rights must be agreed in writing |
| TikTok One | Creator content at scale matches creators from a curated list to your brief12; Content Suite finds existing videos about your brand13 | Creator content at scale: ad creative "100% subsidized", you pay for promotion in Ads Manager11; Content Suite: no creator payout, only ad spend13 | TikTok ads and Spark Ads | TikTok only; business verification and a minimum ad spend apply12 |
| Meta Creator Marketing Hub | Discover, message and activate Instagram and Facebook creators in Ads Manager or Meta Business Suite; launched globally on 15 September 202618 | You agree the creator's fee; ad spend for partnership ads | Instagram and Facebook partnership ads | Meta apps only; features rolling out through the rest of 202618 |
| YouTube Open Call | Publish a brief; YouTube Partner Program creators respond with videos; you approve and promote them20 | Not published | YouTube ads from creator videos | Announced for select advertisers in June 202520 |
| UGC marketplaces (Billo, Insense, Collabstr and others) | Post a brief or order from creator profiles; payment held until you approve | Billo from $99 per video, prepaid, no subscription8; Insense UGC from $100 per video plus a plan from $400/mo and a 10% marketplace fee9; Collabstr adds a 10% fee at checkout, $50 minimum order7 | Fast, fixed-price ad creative | Only creators who joined that marketplace; check the countries you need |
| Creator search tools (Kolect and others) | Search public TikTok, Instagram and YouTube profiles by niche, country and follower range, then contact creators directly | Kolect from $7.20/mo; 5 creators free without an account4 | Specific markets or niches; creators who will also post | You run outreach, contracts and payment yourself |
Two practical notes. Marketplaces bundle the paperwork: Billo's price includes two revisions within your brief and usage rights once you approve8, and Collabstr releases payment only after you approve the final content7. Platform tools, by contrast, tie you to one platform's ads: TikTok One creatives run on TikTok, partnership ads on Meta, and on YouTube approved Open Call videos are promoted through Google Ads20 using what YouTube now calls creator partnerships boost (formerly partnership ads)21.
How to find UGC creators on TikTok
On TikTok, search for creators who already film the kind of video you need, then use TikTok One for the volume you cannot source by hand.
- Search "UGC creator" plus your niche ("UGC creator skincare", "UGC creator pet products") and open the Users tab. Creators who sell UGC usually say so in their bio and link a portfolio.
- Search the format, not just the category: "[product type] honest review", "unboxing", "[problem] hack", "get ready with me". Filter to recent videos and note creators whose videos would work as an ad without edits.
- Search your brand and your competitors' names. People who already reviewed you are the warmest leads. TikTok's Content Suite does this at scale: it searches organic videos for brand names and keywords, detects brand relevance in captions, speech and on-screen text, and ranks results by likely ad performance; its AI search is open to select customers so far13.
- Use TikTok One for volume. A Creator content at scale project takes a brief (country, language, number of creators, turnaround, must-include and must-avoid points) and delivers creatives and Spark videos; TikTok pays the creators, except in EU countries, where you pay them directly12. TikTok One's Creator AI Search returns a shortlist of up to 200 creators from a plain-language brief10.
- Ask creators who post to tag you as a Brand Partner. TikTok then gives you Spark Ads authorization for that video by default for 60 days, without a separate request14.
- Collect authorization codes for every video you will boost. Creators choose 7, 30, 60 or 365 days when they generate the code15, so match it to your contract. Our TikTok One guide shows how to run creator videos as Spark Ads.
If you also want creators who post to a real audience in a specific market, our top TikTok creators by country and niche lists are a free starting point.
How to find UGC creators on Instagram
On Instagram, search accounts and Reels for creators who already make product content, then use Meta's Creator Marketing Hub to reach creators at scale and run their content as partnership ads.
- Search accounts and Reels for "UGC creator" plus your niche and for the formats you need (demos, routines, before-and-after). Many UGC creators put "UGC" in their name field or bio.
- Check your tagged posts and mentions, and competitors' tagged tabs, for customers who already film well.
- Use the Creator Marketing Hub in Ads Manager or Meta Business Suite to discover, message and activate creators in one place; Facebook creators now sit alongside Instagram creators in its Creator Marketplace18. In June 2026 Meta said Creator Marketplace held more than 5 million Instagram profiles, and that its Partnership Ads Hub would surface product-tagged and user-generated posts from creators a business has not yet worked with, plus content creators have pre-approved for ads19.
- Run approved videos as partnership ads, setting content-level permissions and permission expiration dates that match your contract18. For pure UGC that the creator never posts, upload it to your own ad account instead.
How to find UGC creators for free
You can find UGC creators for free from your own customers, platform tools that cost nothing to browse, and the free tiers of search tools. What is never free by default is the right to use someone's content in your ads, so get it in writing.
- Customers and reviewers. Email customers who left detailed reviews and ask whether they would film a short video; offer product or payment.
- Tagged posts and brand mentions on TikTok and Instagram. Where Content Suite is available, TikTok charges no creator payout for videos you activate this way, only the ad spend13.
- Keyword and hashtag search for the formats above, on both platforms.
- Free search tiers. Kolect shows 5 creators without an account and gives 90 credits on sign-up, with contact emails included on every plan4.
- Free vetting tools for creators who will also post: Kolect's fake follower checker and engagement rate calculator.
- A small paid test is the cheapest real filter: one short video each from a handful of creators before any volume order.
How to vet a UGC creator before you hire
Vet a UGC creator on the work, not the audience: their last 10 videos tell you whether they can hook a viewer, show a product clearly and follow a brief.
- Hook. Does the first second give a reason to keep watching (a problem, a result, a surprising claim they can back up)?
- Product handling. Do they show the product in use, in close-up, with the benefit visible rather than described?
- Sound and light. Clear voice, no echo, a face you can see, captions that do not cover the product.
- Fit with your customer. Age, language and accent should match the market where the ad will run.
- Brief discipline. A paid test video shows whether they hit the must-say points and the format you asked for.
- Real use of the product. The FTC's guidance is blunt: "You can't talk about your experience with a product if you haven't tried it."22 Under the Consumer Reviews and Testimonials Rule, in effect since 21 October 2024, a business can be liable if it knew or should have known that an influencer misrepresented using or having experience with the product23. Ship the product early enough for the creator to use it, and do not script experiences they did not have.
- If they will also post, check the audience. Views per follower is the fastest screen: 15.8% of TikTok accounts with 5K+ followers in Kolect's database had median views below Kolect's size-adjusted warning line, against 1.1% on Instagram2.
UGC creator brief: a template you can copy
A UGC creator brief is a one-page document that tells the creator what to film, for which placement, and what they must not say. Fill in every line: each gap is a decision the creator will make for you, and a reshoot you may pay for.
- Product and promise: what it is, and the one benefit the video must land.
- Viewer: who is watching and what problem they have.
- Placement and format: TikTok or Reels (9:16), Stories, YouTube Shorts, product page; length; captions on or off.
- Hooks: three opening lines or visuals the creator can choose from or adapt.
- Must show and must say: the key moments (unboxing, the product in use, the result) and any required wording.
- Must avoid: claims you cannot prove, competitor names, uncleared music. For TikTok, ask for tracks from the Commercial Music Library, which TikTok says businesses should use for all commercial activity, including video ads and branded content17, or for a version without music.
- Deliverables: number of videos, hook variations, raw footage, photos.
- Usage rights: channels, paid or organic, duration, and whether you may run it from the creator's handle.
- Timeline and revisions: when the product arrives, draft date, number of revision rounds.
- Disclosure: if the creator posts, they turn on TikTok's commercial content disclosure setting or Instagram's paid partnership label.
A hypothetical example: "Product: a cordless milk frother. Promise: café foam at home in 20 seconds. Viewer: home-coffee drinkers who think frothers are a gimmick. Placement: TikTok and Reels ads, 9:16, 15–30 seconds, no burned-in captions. Hooks: 'I almost returned this'; a side-by-side of flat milk vs foam; 'my barista friend asked where I got this'. Must show: the frother in use and the finished drink. Must avoid: health claims. Deliverables: two videos, three hook variations each, raw clips. Rights: paid and organic use on TikTok and Meta for 90 days. Revisions: one round."
Usage rights and contract terms to agree before filming
Agree usage rights before filming, because they decide what the content is worth to you and whether a winning ad can keep running. Put these terms in the brief and the contract, even when a marketplace's terms already grant rights.
| Term | What to write down | Why it matters |
|---|---|---|
| Channels | Organic posts, paid ads, website, email, marketplaces such as Amazon or TikTok Shop | Rights for "social" may not cover a product page |
| Duration | 30, 90 or 365 days, or perpetual | Spark Ads codes last 7, 30, 60 or 365 days15 and Meta permissions carry expiration dates18; an ad stops when its permission does |
| Creator-handle ads | Whether you may run Spark Ads, partnership ads or creator partnerships boost from their account | Often priced separately: Billo sells these ads as an optional add-on8 |
| Raw footage and edits | Whether you receive raw clips and may cut, caption and recombine them | Editing is how one shoot becomes ten ad variations |
| Revisions | Number of rounds and what counts as a revision | Billo includes two revisions within your brief8 |
| Exclusivity | Whether they may film for competitors, for how long | Costs extra; often unnecessary when the creator does not post |
| Disclosure | Who labels what, on which platform | TikTok requires the commercial content disclosure setting on content that promotes a brand, and undisclosed videos may lose For You feed eligibility16 |
| Payment | Amount, currency, milestone (on approval or on delivery), and who pays shipping | Marketplaces hold payment until approval; direct deals need this spelled out |
How much do UGC creators cost?
Content-only UGC starts at about $100 per video on marketplaces89, and a creator post that usually includes ad rights costs a few hundred dollars at nano and micro level1.
UGC and creator-post prices, as of October 2026
| Option | Price | What it includes |
|---|---|---|
| Billo | From $99 per video8 | Raw video, two revisions, usage rights; prepaid, no subscription |
| Insense | UGC from $100 per video, plus a Brand plan from $400/mo billed annually and a 10% marketplace fee9 | Creator payments are not included in the plan |
| Collabstr (marketplace average) | Average UGC campaign fell from $209 to $197 in 20256 | Marketplace data, all UGC campaigns |
| Nano creator post (<10K followers) | Median $250 per single-post deal, all platforms1 | Most single-post deals included ad rights |
| Micro creator post (10K–100K) | Median $400 per single-post deal; TikTok $290, Instagram $4001 | As above |
The Kolect figures are creator-side fees from Kolect-run campaigns and price posting deals, not UGC-only work, so compare them with marketplace UGC prices as "what a post plus ad rights costs", not as like-for-like. The full breakdown by platform, country and niche is in our influencer rates guide, and the influencer rate calculator checks a quote in seconds.
Using UGC in paid ads: when it beats studio creative
Use UGC where the ad has to feel like a recommendation: TikTok and Reels placements, retargeting, product pages. Keep studio creative for launches that need exact product detail, regulated claims and brand films.
The platforms' own data points the same way. TikTok's internal analysis found that TikTok One creator content boosted as Spark Ads had a 159% higher engagement rate than non-creator content posted in Ads Manager, at the same CPM (North America, February 2024 to January 2025)10. In Influencer Marketing Hub's 2026 survey, 31% of brands ranked UGC as highly effective5. When the creator also posts, the organic views come on top: across 1,049 published posts in Kolect-run campaigns the median post drew 27,880 views in its first month, and the median realized CPM (creator fee per 1,000 first-month views) was $6.73 on TikTok and $17.96 on Instagram1.
A simple testing loop:
- Brief three to five creators on the same product and promise, each with the same three hooks.
- Launch every video and hook variation as a separate ad with an equal small budget.
- After a few days, keep the variations with the best hold rate and cost per result; pause the rest.
- Order new hooks from the creators whose videos won, and refresh before the ads tire.
- Renew rights or authorization codes on the winners before they expire.
UGC creator or influencer: which should you hire?
Hire a UGC creator when you need ad creative, an influencer when you need a trusted voice in front of an audience, and a creator who does both when you want reach and ad assets from one deal.
| Your goal | Hire | Where to find them |
|---|---|---|
| Ad creative to test on TikTok and Meta | UGC creators | TikTok One, a UGC marketplace |
| Credibility with a niche audience | Influencers | Platform search or a creator search tool, vetted on views |
| Reach plus ad assets from one deal | Creators who post and grant ad rights | Creator search tool or the platforms' marketplaces |
| Creators in several countries or languages | Either, by market | Creator search tool or a managed service |
| No time for briefs, contracts and payment | Either | A managed service |
Kolect fits the last three rows. Its search covers 300M+ TikTok, Instagram and YouTube creators from a one-sentence description, refreshes followers and views before each result is shown, and shows each creator's matching videos and a 0–100 authenticity estimate3, which is how you judge on-camera style before contacting anyone. The self-serve product does not handle contracts, escrow or payment, which marketplaces do; the Kolect team's managed service runs outreach, rates and contracts, delivery and creator payment, with the brand approving creators and content3. More UGC guides are on the UGC and creator-made ads topic page; or search for UGC creators free with your brief's first line as the query.
Methodology
Kolect's figures come from two first-party datasets. Deal data covers creator-campaign partnerships in Kolect-run campaigns created between 19 August 2025 and 15 October 2026, excluding test campaigns and test creators; fees are what the creator is paid, converted to USD at one exchange-rate snapshot. Kolect's deal data does not include UGC-only work, so it is used here only for posting deals and the rights they included. The authenticity screen comes from creator accounts in Kolect's operating creator database, refreshed September–October 2026, and is a rule-based estimate from public metrics, not a platform measure. No brand or creator is identified. Full definitions are in the sources below and in the influencer rates methodology.
